The influence of the liquor lobby thwarted democratic processes and prolonged the suffragists' battle for full citizenship. The consequence of failing to protect against such circumvention implicated the government in the liquor lobby's surreptitious effort to suppress woman suffrage and restrain their civic voice.

After repeated disappointment in the states, many advocates for the woman's vote returned their focus to the federal amendment and took their fight directly to the White House. Their persuasive efforts in the streets had endowed their voices with new confidence and their “open-air” strategies had won them a growing public audience. Both would be necessary for the new phase of their fight. As the advocates for suffrage gained the confidence to ratchet up their demand for a civic voice, World War I shifted the political climate and government strategies of suppression became much more aggressive.
